ATI Autumn Short Course
New Ways of Working

Against a background of shrinking and non-existent training budgets, ATI is offering a three-hour course on Wednesday 9th November 2011.
The course runs from 13:00 until 16:30 and is offered at just £60.00 per delegate. Lunch is not provided in order to keep costs down, but afternoon tea and biscuits are.
Hopefully the timings will allow the majority of you to require just one day out of the office - and no very early starts.
It's all about efficiency savings and doing more with less in local authorities these days. Like it or not this might involve some new thinking - because the days of "doing stuff because we have always done stuff and done it that way" are over.
So what is on offer?
The 'New Ways of Working' workshop will explore:
- A new approach to dealing with tree work applications. Hopefully we will be able to answer the question ”if the average end to end time of a tree work application is 1½ hours why do we take 6 weeks to deal with them?”
- Planning application pre-application meetings. There is published guidance on the how and what around meetings. It's not about builders asking how close they can build to a tree anymore, the LPA is in charge and it's the only way of extending the 8 or 13 week time limit.
- The 2010 guidance for planning application validation. Yes, that’s right, March 2010. And some authorities aren’t even aware of the cancelled 2007 guidance. Its time to stop blaming the system and getting the information that you need to determine an application. The solution is in your hands.
- A new aproach to your role within Development Management. What does the Development Management team want from you? What do their Managers want from you?
- Planning conditions and Enforcement. The things we don’t have time to do but which cause us the biggest headaches.

The workshop is presented by Richard Nicholson, currently Greenspace Development Team Leader for Leisure Services at Borough of Poole.
Richard is responsible for arboriculture, Section 106 collections for open space improvements, and a cross service programme for a Systems Thinking approach for the Borough’s call centre for all tree enquiries.
Outside work, Richard provides training for local authorities, teaches on the Kew Diploma programme, is Senior Examiner for the ABC Professional Diploma in Arboriculture and chaired the recent review of BS 5837:2005 Recommendations for Trees in relation to construction. He also provides an arboricultural consultancy service.
